We seek the need of independent experts to review and investigate this proposed remediation plan for W. C. Reed Park. We seek the help of an environmental attorney to send EPA a letter addressing the need for topsoil testing and legal issues concerning the use of emergency funding for a brownfield site where no surface contamination has been shown to be present and where the subsurface contaminant concentrations were not shown to exceed immediately dangerous to live and health (IDLH) levels or to otherwise pose a true emergency or threaten public health or the environment under current conditions.
